Bijan Tadayon, Ph.D., J.D.

Dr. Bijan Tadayon (a co-founder of NIPSIA) is a founder of MaxValueIP LLC, an Intellectual Property (IP) consulting firm. He has also been involved with some startup hi-tech companies and their technologies. For 5 years, he was the Director of Intellectual Properties for ContentGuard, Inc., a major DRM company, which is a Xerox-PARC spin-off, jointly owned by Microsoft, Time Warner, and Thomson, with Sony as one of the patent licensees. ContentGuard filed about 400 new applications, with 70 issued US and foreign patents, bringing a huge value for its investors. He was a co-founder of an educational multi-media software company. He worked for the Naval Research Lab for more than 5 years, as a semiconductor researcher. He trained more than 100 patent examiners, while he was a patent examiner (for more than 5 years). He has given 21 invited technical and IP lectures at the US Patent Office. He was involved in the Patent Office Training Advisory Board and Work Sharing Roundtable at the US Patent Office. He has expertise in many diverse technical fields (including Digital Rights Management (DRM), semiconductors, transistors, software, Internet, security, image processing, telecommunication, and data compression). He has had about 80 technical journal publications and presentations (related to semiconductors and high-speed transistors) and more than 100 pending or issued US and foreign patents related to security, digital rights management (DRM), and semiconductors, among others. He got his Ph.D. degree from Cornell University (related to semiconductors and circuits, with Prof. Lester Eastman), and in the early 1990s, he and his brother designed and fabricated the fastest GaAs-based Heterojunction Bipolar Transistor (MOCVD-grown) in the world. He got his BS degree in Applied & Engineering Physics from Cornell, ranking second in his class. He is also a graduate of the Georgetown Law School.

Saied Tadayon, Ph.D, J.D.

Dr. Saied Tadayon (a co-founder of NIPSIA) is a patent attorney with 25 years of experience in diverse areas including semiconductor research & development, computer/software and information technologies, product development & design, project management, business development, and intellectual property prosecution, licensing and litigation. Currently, Dr. Tadayon's interests include innovative technologies in renewable energy, semiconductor technologies, and information technology. He has vast experience in business and patent consulting, patent prosecution (including accelerated examination), and creating IP portfolios. He conducted research at Microelectronics Division at COMSAT Laboratories as a senior member of technical staff, after obtaining his PhD (at age 23) from Cornell University, under Prof. Lester Eastman, in high speed compound semiconductor devices. He cofounded an educational software company and developed and implemented a multimedia based framework to implement flexible nonlinear game storylines. He joined a startup company focusing on the next generation telecommunication technologies, including VOIP and softswitches. As a Consulting IT Architect, he designed and implemented technical solutions for complex and challenging IT projects at IBM Corporation for US Federal agencies, and he successfully led large IT teams in all phases of solution life cycle (proposal, requirement gathering, design, development, implementation, testing, deployment, and maintenance). He obtained his BS degree from Cornell University in School of Applied and Engineering Physics in 1986, where he ranked first in Class of 1986 and was the first recipient of Cuykendall Award for Outstanding Senior. He obtained his Ph.D. in Electrical Engineering from Cornell University in 1989 where he received fellowships for graduate research from Cornell Graduate School, as well as IBM Corporation. He also obtained his JD from Georgetown University Law Center. Dr. Tadayon has authored or co-authored more than 70 technical journal publications, conference presentations, conference proceedings, and invited presentations.

Mohammad Ghayour, SPE, USPTO

Mohammad Ghayour (a co-founder of NIPSIA) was a Senior Systems Engineer with Air Traffic Systems division of Lockheed-Martin Corporation in Washington DC, responsible for the development of systems’ specifications, performance trade-off studies, and design alternatives for long range surveillance radar systems, as well as leading two engineering teams responsible for analysis of contractors’ derived systems parameters against the systems’ spectrum performance requirements and Electromagnetic Compatibility (EMC). Prior to his employment with Lockheed-Martin corporation, from 1981-1988, Mohammad was a Systems and Circuits Design Engineer with Vega Precision Laboratories in Vienna, Virginia, responsible for circuits design, Application Specific Integrated Circuits (ASICs), and systems integration of uplink/downlink transmitters/receivers of beacon radar transponders, and data encoder/decoders for command, control, and tracking of Remotely Piloted Vehicles (Drones) and other avionic applications. Mohammad has a Master of Science degree in Electrical Engineering from the Johns Hopkins University, a Bachelor of Science degree in Electrical Engineering from Tennessee Technological University, and extensive legal trainings in patent laws, rules, and regulations. He joined the Patent and Trademark Office in 1996. Currently, he is a Senior Supervisory Patent Examiner with the Digital and Pulse Communications work group in the United States Patent and Trademark Office. Mohammad is also a founding member and a past president of Intellectual Property Society of Iranian-Americans in the United States Patent and Trademark Office (USPTO-IPSIA).
